Why Tier 3

It reaches no permission on the reference, so it gets the lowest tier.

Accepts or declines the user's own repository invitations. No permission on the reference covers it.

GitHub: Grants accept/decline abilities for invitations to collaborate on a repository. This scope is only necessary to grant other users or services access to invites *without* granting access to the code.
